Shaler Cooper is the Senior Director of Marketing & Admissions at Cherokee Creek Boys School, a residential therapeutic boarding school for boys ages 10 – 15. A graduate of Elon University with a degree in Sociology and Human Services, she has been part of the CCBS community since its early years, first serving as a counselor before returning in 2010 to lead admissions. Today, Shaler oversees admissions, marketing and strategic partnerships, working closely with families, educational consultants and mental health professionals as they explore the best path forward for struggling boys.

COPAA | Council of Parent Attorneys and AdvocatesThis month, I had the privilege of presenting at the 28th Annual Conference for the Council of Parent Attorneys and Advocates, Inc. (COPAA), alongside Trina Quinney-Packard, Chief Executive Officer of Youth Care.

Trina Quinney Packard, Chief Executive Officer of Youth CareTrina is also Chair of the Utah Department of Health and Human Services (DHHS) Congregate Care Advisory Committee. This committee plays a critical role in ensuring safety, quality and accountability across congregate care settings in the state.

COPAA brings together attorneys, advocates, educators and families who are committed to protecting the legal and civil rights of children with disabilities while assuring their educational needs are met. With millions of students served under IDEA (Individuals with Disabilities Education Act) and Section 504, the work of these professionals is critical in ensuring students receive appropriate and equitable education.

Our presentation, “Navigating Residential Options: Understanding Accreditation and Licensing Across a Continuum of Care,” focused on helping families and professionals better understand the differences between programs and the importance of evaluating safety, oversight and accountability.

We explored the nuances of local and state licensing, national accreditations and academic accreditation across a wide continuum of care. Attendees left equipped with important questions and practical tools should they ever need to explore residential placement opportunities in the future.

We also addressed both the current challenges and emerging opportunities in adolescent mental health. While the statistics highlight the growing number of young people struggling and the continued gaps in access to appropriate care, the conversation also carried a sense of hope. It was encouraging to be engaged in dialogue with professionals from around the country who are deeply committed to supporting students and families every day.

Events like this strengthen partnerships and improve outcomes for students and families.

Why Accreditations, Licenses and Professional Affiliations Matter

Accreditation means much more than having a certificate on the wall. It means:

  • Independent, outside organizations establish best practices for how we care for students.
  • There is regulation and oversight on who can care for our students.
  • Our staff receives ongoing training and professional development.
  • We have structured emergency plans that are practiced and reviewed.
  • Families can trust that systems are in place – even in the unexpected.

Perhaps most importantly, accreditation means accountability. It means we invite inspections, audits, collaboration and oversight because we believe strong partnerships make us better.

Licensing and accreditation are not always required in the therapeutic boarding school field. At CCBS, we choose to meet – and often exceed – these standards because they help protect the students entrusted to our care.

The Role of Human Resources and Compliance in Student Safety

One of the most important – and often unseen – parts of a therapeutic program is the infrastructure behind the scenes. At CCBS, our HR and Compliance Manager, Ginelle Kohl partners with leaders from different departments, and oversees the operating systems and processes that help ensure that every part of our campus operates within the highest standards for safety, ethics and professionalism. This includes:

  • Background checks and ongoing monitoring for all staff
  • Required training and continuing education
  • Credential verification
  • Health and wellness standards
  • Emergency preparedness
  • Fire, life safety and environmental care
  • Collaboration with state and national oversight organizations

Our licensing through the state of South Carolina as a Child Caring Institution requires regular inspections, student interviews and detailed reviews of our campus. These inspections look at everything from food safety and water quality to supervision ratios and health procedures.

Our accreditation with The Joint Commission not only requires us to maintain the standards we met at the time of accreditation, but requires us to set goals and track our growth. Continuous process improvement is the use of data-driven improvement methods to improve our student’s safety and experience, increase quality of care and improve operational efficiency.

This level of oversight matters. It creates transparency, ensures that no detail is overlooked and it welcomes fresh and unique perspectives that make us better.

Our commitment to preparedness at CCBS was tested during the hurricanes that impacted the Carolinas in 2024. Because of our accreditation and emergency planning, we were able to maintain safety, stability and routine for our students and staff.

The Small School with a Big Heart – and Strong Oversight

Cherokee Creek Boys School is intentionally designed to be a small school. With approximately 40 students and rolling admissions, we are able to provide highly personalized care and strong relationships.

For over 20 years, we have served families from across the United States and around the world. Our 77-acre campus in the Blue Ridge Mountains allows boys to learn, grow and heal in a nature-based environment.

But our size does not mean fewer standards.
